Measuring without looking — researcher-blind measurement of public repositories

Papers 06, 07 and 09, the RBPM runtime and Phase II. A sealed process is the first and only observer of repository content; only a closed vocabulary of features leaves it; identities are discarded; labels are locked before any grouping is revealed; UNKNOWN is never PASS; credentials are never validated. Phase II ran four fresh rounds on repositories with agent instruction files and two on individuals' AI-assisted repositories.
